Congressional Spending Request (FY 2027)

Siskiyou Economic Development Council (SEDC) submitted a Congressional Direct Spending request to the Office of Senator Adam Schiff and the Office of Senator Alex Padilla in March of 2026, to direct congressional investment to Siskiyou County, as follows.

The SED also submitted a programmatic, language request to the Office of Senator Adam Schiff and the Office of Senator Alex Padilla, in April of 2026 relative to investment in rural, forested communities, wood innovation and where applicable H.R.471- the Fix Our Forests Act.

 Restoring Siskiyou’s Forest Industry 

The Siskiyou Economic Development Council (SEDC) proposes the Siskiyou Forest Industry Transformation Initiative through the U.S. Forest Service State & Private Forestry account. The project will strengthen wood utilization capacity and forest health market development in Siskiyou County, California by advancing site control and pre-development planning for forest products infrastructure, launching a wood innovation and workforce training program focused on value-added wood and biomass utilization, and implementing market stabilization and supply chain coordination strategies aligned with California’s Forest Action Plan.

The $12,100,000 request will support planning, technical assistance, partnership development, program implementation, and market-based infrastructure to strengthen in-region wood utilization and align forest restoration activity with economic outcomes. The initiative supports hazardous fuels reduction objectives by improving local capacity to utilize material generated from restoration and forest health projects on non-federal lands and through private-sector partnerships.

Working Lands Acceleration and Business Recovery Initiative

This Siskiyou County Economic Development Council (SEDC) proposes the Working Lands Acceleration and Business Recovery Initiative to respond to economic challenges facing small businesses in Siskiyou County, California.  In 2025, rural challenges were magnified by the closure of the Roseburg Forest Products Mill. The closure resulted in the loss of approximately 140 jobs and created immediate impacts for businesses supporting forestry, logging, transportation, and regional wood products supply chains. In response, SEDC requests $5,100,000 in direct project investment to expand small business services and acceleration facilities in Siskiyou County. This SBA-eligible investment will strengthen local entrepreneurship and support business recovery and growth, including new enterprise pathways for workers and contractors affected by the recent loss of critical jobs in the region.

Siskiyou Economic Development Council (SEDC) has served the rural communities of Siskiyou County for more than 40 years. Today, SEDC operates the Shasta-Cascade Small Business Development Center and several programs providing training and advising to more than 700 entrepreneurs and small businesses across Siskiyou, Shasta, and Trinity counties. 

SEDC has a strong track record of directing federal and state investment to support rural economic development in Siskiyou County. SEDC is assessing small business needs and innovation gaps, and analyzing the economic impacts of the Roseburg mill closure. This proposal includes input from College of the Siskiyous, local governments, and regional partners in a coordinated strategy to support enterprise development in wood innovation, agriculture, outdoor recreation, tourism, and related rural supply chains.
