Enterprise Zone

Siskiyou County is proud to be the home to a California Enterprise Zone. The Enterprise Zone Program allows only 42 zones in the entire state. The purpose of the program is to provide tax incentives to businesses to spur private capital investment in the local economy. All businesses that are located in the zone are eligible for incentives and benefits. Those incentives and benefits include:

  • Up to 100% Net Operating Loss (NOL) carry-forward. NOL may be carried forward 15 years
  • Firms can earn $31,544 or more in state tax credits for each qualified employee hired
  • Corporations can earn sales tax credits on purchases of $20 million per year of qualified machinery and machinery parts
  • Up-front expensing of certain depreciable property. Lenders to Zone businesses may receive a net interest deduction
  • Unused tax credits can be applied to future tax years, stretching out the benefit of the initial investment
  • Enterprise Zone companies can earn preference points on state contracts

Competitive Electrical Rates

Pacific Power provides electricity in Siskiyou County.  They offer new and existing businesses some of the most reasonable economic development utility rates of anywhere in the nation. For example the average rate for electricity in California is $0.11/Kwh compared to Pacific Powers $0.07.

Access to Capital

For companies interested in securing additional funding for projects there are a variety of programs available to make sure your project pencils out. These programs include various revolving loan fund programs available locally, ranging from zero percent up to market rates. Additionally, there are potential opportunities for a deferral of principal and interest for up to six months depending on your project. With our team in place, we can work with you to access the best options available.

Fast Track Permitting

Business Incubator and Innovation Center

Siskiyou County's Incubator and Innovation Center is dedicated to encouraging accelerated growth for startup and expanding businesses. Currently, there is room available for rent at the EDC facility for developing or expanding businesses for three to five years. The business incubator is located in Yreka, however, to better serve new and expanding businesses the benefits of the incubator are available in several communities through the Incubator Without Walls concept.

Additionally, incubator businesses are eligible for educational programs designed to accelerate business growth by streamlining the hiring process. This feature of the program improves the county's economic foundation by creating a market for good employees and shortening the startup period for new businesses.  All incubator businesses have access to a fax and copy machine, as well as other necessary office equipment at the EDC and in some other communities. Consultants, classes, seminars, and workshops, offered at low or no cost, are also available for incubator businesses.
